VILLAGE OF CAMERON REGULAR BOARD MEETING

MONDAY, OCTOBER 9, 2023

6:00 P.M.

            The Cameron Village Board met in regular session on Monday, October 9, 2023 at 6:00 p.m. at the Cameron Village Hall.  Members present: Randy Hill, Ben Hester, Jessica Larson, Dylan Bahr, Steve Johnson, Dave Ebner, and Russ Hulback presiding.

 

            Also present: Kathy Krug, Amy Kelsey, Bill Koepp, Adam Steffen, and Colleen Bender.

 

            The minutes of the September 11, 2023 regular meeting was mailed out prior to the meeting. Steve Johnson moved to approve the minutes of the September 11, 2023 regular meeting as presented, second Dylan Bahr. Carried 7-0.

            The October payables were presented in printed form. Ben Hester moved to approve the payment of the October payables with the additions, second Dave Ebner. Carried 7-0

 

APPEARANCES:

            Public Comment: There were no public comments.

            Kathy Krug, who is one of the Village’s representatives on the County Board, informed the board that the County is looking into building a bicycle/pedestrian trail and Kathy would like to see the Village get involved. They are holding an open house on October 24, 2023 from 5pm – 7pm at the County Highway Department to receive input for the potential project.

            Dave Brodt was not in attendance.

            Colleen Bender appeared to make a request to have a Christmas parade on Saturday, December 9, 2023 at 6:00 pm. The parade will be on County W (Main St.), from 3rd Street to 11th Street. Colleen stated that she already has approval from the County to close County W for a short period of time. Dave Ebner moved to approve Colleen request, along with having the Police Department assist with traffic control, second Ben Hester. Carried 7-0

            Colleen also appeared on behalf of St. John’s Lutheran Church. The church has a paved area between the church and the neighbor (Bob Olson) that the Village has maintained and plowed for years. The church would like to either turn the property over to the Village or to the neighbor, as they do not use it. The Street Committee will put this matter on their next agenda.

            Bill Koepp reported that there are a couple of new homes going in on Clayton Steet and one on Rudolph Road.

Jaden Ebert submitted his monthly report, but was unable to attend the meeting.

Adam Steffen reported that Wade Goss has made some progress on cleaning up his property, they have recycled approximately 12 of the trailers. He has a potential new-hire that is a resent graduate of the academy. The background check is in progress. Adam also reported that the Village needs to think about sponsoring cadets to fill vacant positions in the Police Department.

 

Bartender license application for Taylor R. Braden was presented for approval. Dave Ebner moved to approve the bartender licenses for Taylor R. Braden, provided all criteria have been met, second Dylan Bahr. Carried 7-0

 

OLD BUSINESS

            The Street Committee had a request from Edwin Lashmett to plow the snow all the way to the edge of the road by his house. After lengthy discussion it was decided that Jaden will stake the area and do the best they can. They also discussed the LRIP program and wanted to let the board know that Jaden has purchased the material and the Township will be installing the material for the shoulder on Creamery Road.

            The Water/Sewer Committee did not meet, so nothing new to report.

            The Law Enforcement Committee reported that both new squads should be in service by October11, 2023. The Gary Sinise Foundation donated the funds to outfit the Ford Explorer, which was approximately $15,000. They also discussed the fact that the school district has been closing down S. Limits Avenue for cross country meets without any prior notice or approval from the Village Board. The board agreed that a letter needs to be drafted and sent to the School Board, District Administrator and Athletic Director and inform them that they can either change their route, or properly notify the Village of the potential closing of a village street.

            Jaden Ebert made the recommendation to renew the MEUW Regional Safety Management Program for 2024, in the amount of $13,388. Steve Johnson moved to approve extending the MEUW Regional Safety Management Program for 2024 in the amount of $13,388, second Jessica Larson. Carried 7-0

            There was nothing new to report on potential ARPA fund usage.

 

NEW BUSINESS

            Russ Hulback talked with the lease holder of the old feed mill, Dave Sorenson, and he would like the Village to take over the lease, which is $500 per year. The board did not feel that would be in the best interest of the Village at this time.

            J Kauffman Builders wants to purchase Lot 2 on Romsos Avenue for the agreed upon price of $25,000 per acre. Steve Johnson moved to approve the request to purchase from J Kauffman Builders for Lot 2 on Romsos Avenue for the agreed upon price of $25,000 per acre, second Ben Hester. Carried 7-0

            The 2024 budget workshop date was set for Monday, November 6, 2023 at 6pm.

 

At 7:13 p.m. roll call was taken to go into closed session according to State Statute 19:85 (1)(c) for consideration of employment, promotion, compensation or performance evaluation data of any public employee subject to the jurisdiction or authority of governing body:  Randy – yes, Ben – yes, Dave – yes,  Mark – yes, Steve – yes, Russell – yes, Dylan – yes and Jessica - yes. 

 

              At 7:56 pm Steve Johnson moved to go back into Open Session, second Randy Hill.  Carried 7-0

 

            As there was no more required, Steve Johnson moved to adjourn the meeting, second Jessica Larson. Carried 7-0
