VILLAGE OF CAMERON REGULAR BOARD MEETING

MONDAY, SEPTEMBER 14, 2020

6:00 P.M.

            The Cameron Village Board met in regular session on Monday, September 14, 2020 at 6:00 p.m. at the Cameron Community Center.  Members present: Ben Hester, Tim Wall, Steve Johnson, Dave Ebner, Russ Hulback, Randy Hill, with Mark Trowbridge presiding.

 

            Also present: Jaden Ebert, Gary Strand and Bill Koepp.

 

            The minutes of the August 10, 2020 regular meeting were mailed out prior to the meeting. Dave Ebner moved to approve the minutes of the August 10, 2020 regular meeting as printed, second Russ Hulback.  Carried 7-0

 

            The September payables were presented in printed form.  Ben Hester moved to approve the payment of the September payables, with additions as printed, second Tim Wall. Carried 7-0

 

APPEARANCES:

            Public Comment: There were no public comments.

            Bill Koepp reported that residential permits are slow at this time and the Dollar General is about ready to open. Bill informed the board that he is not licensed to do Commercial Electrical inspections as one of the qualifications is that you have to be a Master Electrician. Bill said the Village can either hire someone to do the inspections or leave it up to the State Inspector, who Bill said is very busy. The board decided to leave the commercial inspections up to the State Inspector.

            Jaden Ebert submitted his written report and added that A-1 had received the parts they ordered, and would be in on the 21st to do the hydrant replacements that were approved at the last board meeting.

            Mike Lynch submitted his written report, but was unable to attend the meeting.

 

Bartender license application for Rebecca J. Wittrock was presented for approval. Russ Hulback moved to approve the bartender license for Rebecca J. Wittrock provided all criteria have been met, second Ben Hester. Carried 7-0

 

OLD BUSINESS

            Steve Johnson wanted to know what is happening with the software Quick Clerk, and he was told that with pandemic the clerks are not comfortable having someone come up from the Milwaukee area to the necessary training. The board would like to see if Quick Clerk will “pause” the subscription due to the pandemic, or see if they can do virtual training.

            Ordinance No. 2020-03, an ordinance amending the speed limit on 20th Street in the Village was presented. Ben Hester moved to adopt Ordinance No. 2020-03, an ordinance amending the speed limit on 20th Street in the Village, second Russ Hulback. Carried 7-0

            Jaden supplied the board with two estimates to dig around the Village Hall to try to waterproof the building as moisture continues to infiltrate the building. J & J Stonework submitted and estimate of $11,200, which included replacing the concrete ($3,200) that needs to be dug up and Watertight Foundation Systems submitted an estimate of $5,400, which does not include concrete replacement. Randy Hill moved to approve the estimate from Watertight Foundation Systems in the amount of $5,400, second Tim Wall. Carried 7-0

 

NEW BUSINESS

            The Street Committee had met and discussed the bids for the Safe Routes to School Project (SRTS). The recommendation is to wait until October’s board meeting to act on the bids. If there are funds left over from the Romsos Avenue project they could be used on the SRTS project that is in the TID. Gary Strand stated the Romsos Avenue project is going very well.

            Jaden received a proposal from Waterworks Services to do a water leak survey of the Village’s water system in the amount of $2,000. There equipment is in Germany getting repaired, but they thought they would have it back in time to get the study done this year.             The Food Pantry submitted a quote from Birch Avenue Flooring to install a 12’ x 26’ piece of carpet in the food pantry. The quote for the carpet and installation is $700.00. Steve Johnson moved to approve the quote from Birch Avenue Flooring to install a 12’ x 26’ piece of carpet in the food pantry in the amount of $700.00, second Tim Wall. Carried 7-0

 

            The fall cleanup date was set for Saturday, October 24, 2020 to be located at the Village Shop at 607 South Limits.

 

At 7:25 a roll call was taken to go into closed session according to State Statute 19:85 (1)(c) for consideration of employment, promotion, compensation or performance evaluation data of any public employee subject to the jurisdiction or authority of governing body. Randy Hill-Yes; Dave Ebner-Yes; Steve Johnson -Yes; Tim Wall – Yes; Russ Hulback – Yes; and Mark Trowbridge-Yes.

        At 7:32 Randy Hill made a motion to go back into open session, second Russ Hulback. Carried 7-0

 

As there was no further business to attend to, at 7:32 Randy Hill moved to adjourn, second Russ Hulback. Carried 7-0
