VILLAGE OF CAMERON REGULAR BOARD MEETING

MONDAY, SEPTEMBER 9, 2019

            The Cameron Village Board met in regular session on Monday, September 9, 2019 at 6:00 p.m. at the Cameron Village Hall. Members present: Steve Johnson, Dave Ebner, Russ Hulback, Randy Hill, with Mark Trowbridge presiding. Absent: Tim Wall and Ben Hester.

 

            Also present: Jaden Ebert, Mike Lynch, Bill Koepp, Jon Snyder, April Anderson, Bruce Mohns, and Gary Strand.

 

           The minutes of the August 12, 2019 regular meeting were mailed out prior to the meeting. Dave Ebner moved to approve the minutes of the August 12, 2019 regular meeting as printed, second Steve Johnson. Carried 5-0

 

            The September payables were presented in printed form. Russ Hulback moved to approve the payment of the September payables and additions as printed, second Dave Ebner. Carried 5-0

 

APPEARANCES:

           Public Comment: There were no public comments.

            Bill Koepp stated that most projects are starting to wind down and not much for new projects starting up. Bill also stated that the pole house that is being built out on Babe’s Lane is looking really good.

            Jaden Ebert submitted his written report and had nothing to add. Jaden submitted three quotes to replace 2 pumps at the Soo Avenue lift station. Jaden stated that the cost to have the pumps refurbished is nearly the same cost as purchasing new. The better of the two old pumps will be kept for a backup. Mark Trowbridge moved to accept the quote from QualityFlow Systems to replace the two pumps at the Soo Avenue lift station at a total installed price of $11,600, second Dave Ebner. Carried 5-0

            Mike Lynch submitted his written report and added that they had a very good turnout for National Night Out and that his men are working heavily on getting the residents with “junk” to get their properties cleaned up.

            April Anderson, from CliftonLarsonAllen went over the Village’s 2018 audited financial statements. The auditors issued a “qualified” opinion on the Village’s activities, which is the highest opinion that they can issue. They did find three material weaknesses, which April said are all very normal for communities of Cameron’s size.

 

Bartender license application for Sabrina S. Ammend, Sarah M. Hinrichs, and Maxwell C. Nelson were presented for approval. Russ Hulback moved to approve the bartender license for Sabrina S. Ammend, Sarah M. Hinrichs, and Maxwell C. Nelson provided all criteria have been met, second Dave Ebner. Carried 5-0

 

OLD BUSINESS

            Dave Ebner gave the following update from the September Street Committee meeting: They are still waiting on the County to re-grade 11th Street at the Ludlow intersection, and the railroad to finish the sidewalk crossing. They also discussed the Safe Routes to School project, reporting that it will not get underway until 2020.

            Jon Snyder, from Republic Services appeared before the board offering to extend the garbage hauling contract for two more years with a 3% increase each year. The contract would extend to December 31, 2021. Randy Hill moved to extend the garbage hauling contract with Republic Services, with a 3% increase each year, extending the contract to December 31, 2021, second Steve Johnson. Carried 5-0

 

NEW BUSINESS

            The Planning Commission held a public hearing for a request for zoning change from MODM Enterprises for the property at 600 Wisconsin Avenue. (The old elementary school) They wish to change the zoning from Residential One to Commercial, with a conditional use permit to allow multi-family dwellings. The plan is to convert a majority of the classroom portion of the old elementary school into 23 apartments. There will be one, two, and three-bedroom apartments that will range in price from $750 - $1,000, which includes utilities. A portion of the building used for common space for all tenants to use. The gym will remain for public usage. The old football field and softball field remain as is, and there is potential for a brewery/restaurant for the garage and administration area. Steve Johnson moved to accept the Planning Commission’s recommendation and grant MODM Enterprises request and rezone the property at 600 Wisconsin Avenue from Residential One to Commercial, with a conditional use permit to allow multi-family dwellings, second Randy Hill. Carried 5-0

            The fall cleanup date was set for Saturday, October 19, 2019 to be located at the Village Shop at 607 South Limits.

 

As there was no further business to attend to, at 7:08 Dave Ebner moved to adjourn, second Steve Johnson. Carried 5-0
